Against the backdrop of a legal battle over the citizenship of the twins of a German couple born of a surrogate mother in India, Law Minister M Veerappa Moily on Saturday said his ministry was examining the matter, as the "new concept" is here to stay.

"We may not have laws on issues which are new concepts. This is an issue on which the Law Ministry is also looking as this system is here to stay and India is not an exception," Moily said.

He, however, told television channel Times Now, that he cannot comment now on the approach the Centre will take but his ministry was working on the issue.

It's been two years since German surrogate twins Leonard and Nikolas were born, but they are not citizens of any country. German laws do not accept surrogacy while India is yet to give citizenship to the twins. The matter is currently being heard by the Supreme Court.
